PALMER-2An Augusta tattoo artist was one of two people arrested Tuesday on drug and gun charges.

Heather Camille Palmer, 42, was charged with possession of marijuana with intent to distribute and possession of a firearm during the commission of a crime.  Her unique appearance goes along with her job, which is listed on her Facebook page as a “female tattooist and piercer at Shanes Custom Tattoos and Piercing,” a business located on Gordon Highway.

The business offered a “no comment” on Wednesday, but a man answering the phone said Palmer is not currently working there.

SKIDMOREWilliam Skidmore, 29, was also charged with the same drug and gun crimes as well as parole violation and possession of a firearm by a convicted felon.

According to warrants, the suspects were found with about 170 grams of marijuana after a search warrant was executed at 1806 Dixon Airline Road in Augusta. An investigator found the marijuana inside of a gun safe as well as on a dresser located in a bedroom. The marijuana was packaged in clear plastic bags.

Palmer FacebookPalmer and Skidmore “both had access to the safe and neither claimed the marijuana,” a warrant says.  Authorities also discovered a Norinco SKS rifle in the home, a weapon that was seized.

Both remained in the Richmond County Jail on Wednesday afternoon.

Palmer is pictured at bottom in an image copied from her public Facebook  page.

Report: Augusta Man’s ‘Suspicious’ Death Followed 2-Week Drinking Binge

WelchThe “suspicious” death of an Augusta man this week followed a two-week drinking binge at the Greene Street apartment he shared with his ex-girlfriend, a sheriff’s report says.

Christopher Welch, 31 (top picture), was found dead Wednesday morning by his ex-girlfriend inside their apartment at 312 Greene Street, authorities said. Coroner Mark Bowen called the death “suspicious” and said final autopsy results will take “weeks.”

But a sheriff’s report suggests alcohol could likely play a role in Welch’s death. Details from the sheriff’s report spell out a timeline given to officers by his ex-girlfriend, Regina Nabriat, as well as a neighbor. The details include:

  • Regina ChristopherWelch and Nabriat (pictured here) had lived together for two years at the apartment. They broke up in February but continued to live together.
  • At 9:30 p.m. Tuesday, Nabriat took the victim to the liquor store to buy some vodka. He got a 750 ml bottle of vodka.
  • Welch had been drinking all day and for about two weeks straight since he quit his job at Circle K on Reynolds Street. He also had not eaten anything for two weeks.
  • At 11 p.m. Tuesday, Nabriat went to bed. She heard Welch try to walk to the bathroom 6-7 times between 11 p.m.-2 a.m. “She said he fell down every single time he tried to go,” a report says.
  • Around 2 a.m., Welch fell down again while trying to go to the bathroom and the noise woke his ex-girlfriend up. She went back to sleep and slept through the night and woke up at 8 a.m. but didn’t speak to Welch.
  • At 9:20 a.m., Nabriat found Welch face down, tried to speak with him and then touched his arm. “It was cold,” she told investigators.

A neighbor told investigators that she constantly heard fighting in the victim’s apartment. On Tuesday night, she heard a “loud scream” at 11 p.m. that woke her up from a dead sleep. She checked her children and concluded that the scream came from the victim’s apartment.

After Nabriat discovered Welch dead, the coroner’s office sent a deputy coroner, who called the death “suspicious.” But a sheriff’s investigator said the death would be labeled “accidental” pending an autopsy as well as toxicology report.

Philip WestAn Augusta man shot himself to death Monday morning, just hours before he faced trial in the fatal stabbing of his wife last summer in Grovetown, authorities said.

Philip Stephen West was facing trial Monday in the malice murder of his wife, 47-year-old Sherri Kay West, 47, at their Shoreline Drive residence on June 14, 2015.

Deputies were called to a home on Killebrew Avenue in Augusta around 8:30 a.m. Monday and found West dead from a self-inflicted gunshot wound.

His death saves prosecutors from prosecuting him in the vicious killing of his wife.

Sherri WestThe case was horrific since dispatchers got a 911 call, heard a woman scream and could hear the victim take her last breath on the phone before the receiver went dead. Mr. West answered the dispatcher’s return phone call and claimed everything was fine He said he would open the door when deputies arrived.

When officers arrived, Mr. West had self-inflicted wounds and claimed his wife had stabbed him, according to authorities. His wife (pictured) was found the kitchen floor with stab wounds to her chest, back and side, and she was pronounced dead at the scene.

Mr. West underwent surgery and was interviewed later. He claimed his wife would physically abuse him and degrade him verbally. He said he didn’t remember stabbing her but that maybe it was an accident since he would never intentionally hurt her. He told authorities he cut himself after realizing his wife was dead.

Mr. West was arrested and charged July 8 with his wife’s murder. At some point, he was released on bond pending the trial.

The case is now concluded with his death.

A local man was found dead from a gunshot wound inside a wrecked car early Tuesday, and his vehicle had evidence of bullets on the exterior, Richmond County authorities said.

Marcus Scott with girlfriendMarcus Mandrell Scott, 38, of Keysville (pictured at right with girlfriend Shante Hill), was found slumped over the steering wheel on the 2300 block of Old McDuffie Road in Augusta.

The victim’s 2014 Nissan Versa had left the roadway and crashed through two sets of chain-linked fences at 2384 Old McDuffie Road and then hit a vehicle, a 2014 Toyota Corolla, which was parked at 2386 Old McDuffie Road.

“Inside the vehicle, deputies located (the victim) who was found to have a gunshot wound and was deceased.  The vehicle also had signs on the exterior of being shot,” sheriff’s Sgt. Glen Rahn said in a press release. “Investigators are actively looking into this matter and no further details are available at this time.”

The coroner’s office identified the man as Scott, who had an address on the 300 block of Taylors Bridge Road in Keysville.  He was pronounced dead at 2:45 a.m. Tuesday.

Scott’s body was sent to the GBI Atlanta Lab for an autopsy.

His girlfriend and brother say they were shocked by the death. Girlfriend Shante Hill spent Tuesday morning talking to investigators. She said Scott had been at S Bar last night and may have been followed by someone. Hill said she was told there was a fight there.

“He didn’t have any enemies or anything,” she said. “I think it is something that started at the club. They probably followed him and shot up his car.”

The victim’s brother, Cornelius Scott of Waynesboro, said he woke up this morning to the shocking news of his brother’s death and has not been able to understand it.

“I am just trying to figure it all out,” he said. “The streets here in Augusta are very dangerous, and I am trying to figure it out. And I want some kind of closure and justice for my brother.”

IMG_4854Cornelius Scott said his brother had three daughters and was a proud father and caring and outgoing man. He said his brother had served in the Army National Guard in the 1990s (shown here).

Logan BarkerAn Evans teen who wrecked a BMX Park in a high-profile case last year was arrested for DUI on Sunday in Columbia County.

Logan Barker, 17 (pictured), was arrested Sunday night for driving under the influence of alcohol and failure to maintain lane. He was booked into the jail at 11:33 p.m. Sunday and later released on bond.

Barker is the same teen who borrowed his older brother’s 2001 Jeep Cherokee in December 2014 and tore up the new Columbia County BMX bicycle park, which was under construction off Blanchard Woods Drive. The large, four-wheel-drive Cherokee damaged the new sod, mounds, trails and the landscaping design.

Cherokee photoThe teen was arrested in January 2015 and sentenced in March 2015. A judge ordered him to serve two years on probation and perform 60 hours of community service, which included picking up trash along the road and in the park.

Barker was supposed to pay restitution and surrender his driver’s license for a period of time.

Here’s the kicker: Barker was also ordered to attend “decision-making classes” for six weeks designed to help him make better decisions. It’s unclear if the instructors offer refresher courses.

An Evans man has been stalking his ex-wife and posting old bikini photos of her on his Facebook.

Lawrence Stafford, a 50-year-old UPS worker with a Tasmanian devil tattoo on his butt, just won’t leave his former spouse alone despite a no-contact order against him, according to a sheriff’s report.

Cover Issue 752This is one of many stories in this week’s new issue of The Jail Report. Pick up your copy today at local gas stations for $1.50.

The suspect’s ex-wife met with deputies Friday at her cosmetology office and said Stafford posted inappropriate photos of her on Facebook. He also tried to call her and texted her several times.

Even the suspect’s friends considered the bikini photos of Stafford’s ex-wife to make for a weird Facebook post.

“What are you doing, dude?” one friend asked under the post.

“I just thought the same thing,” said another.

Sheriff’s Capt. Butch Askew said the photos may feel inappropriate to the ex-wife, but they are not illegal and don’t meet state standards for revenge porn.

Still, the victim said Friday that she was scared to have her ex-husband arrested for just an hour since “he will only get more pissed off and kill her,” according to the report. Officers placed her home on concentrated patrol.

Lawrence Stafford, 50, Aggravated stalkingBut on Sunday, she went to the Evans substation and said her husband had continued to send text messages, saying he thinks he is gong to get fired from his job. He asked her to come see him before Monday.

He sent two bizarre messages:

• “You’ll never have to worry about me again.”

• “I’ve got a plan for you and you’re not going to like it.”

The victim said the messages were scary and that her ex-husband is unstable and taking three different antidepressants and mixing them with alcohol. She said she was concerned for her safety and the safety of her family since she is about to get re-married.

A warrant was issued based on the no-contact order and Stafford was arrested and taken to jail Sunday night. He was held with no bond.
